The Australian skipper has claimed 309 Test scalps in 71 five-day games with an average of 22.10.
The Australian selection chief Bailey has confirmed that captain Pat Cummins will play a "major part" in this winter's historic rivalry.
Rumors had circulated that the 32-year-old might sit out due to a persistent back stress problem that remained unresolved.
Initial reports from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the Test matches kicking off on November 21 in the WACA.
The selector shared that his recovery is on track and felt positive about the prospects of taking part.
"We know that the clock is ticking and various factors involved, not just the back issue, but other factors as well," he commented.
"We're encouraged. There's strong faith that he will feature a key capacity. Hopefully it's the first Test. Should that not happen, then we'll pick it up."
Cummins was ruled out the ODI and T20 games against India and New Zealand last month after examinations confirmed a lumbar bone stress.
He has a history of recurring issues, with recurrences in several earlier campaigns causing him to miss multiple domestic campaigns in a short span.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to ensure his availability for the Ashes.
The selector indicated that there was no confirmation if the captain had resumed bowling as part of his recovery but acknowledged it was "becoming urgent" for him to be fit for the initial match.
In case of absence, veteran batsman Smith will take over the captaincy.
The talented all-rounder was recently pulled out from Australia's squad for their one-day international series against the subcontinent side as a safety move because of an abdominal issue.
The selector characterized it as a "minor" injury and mentioned that he'll feature in the domestic first-class competition, so will be "in a good place to deliver overs."
"Extensive planning has gone into developing the strategy for him to participate for the opening match as an all-rounder," he elaborated.
"His involvement was limited to the initial matches in any case. How he handles the cricket bat in white-ball cricket, if it causes any delay for another day, we just made the decision to take a cautious route."
