AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.
The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these political entities, the study pointed out.
The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she added.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the performance of the PVV.
The right-leaning group of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is most likely to provide the next prime minister.
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
